Would Incentive Compensation Improve The US Presidency?

Read the very critical blog post about President Obama's effectiveness, "The Mae West presidency."

While reading the piece, ask yourself, "Would the President's performance improve if part of his pay was incentive compensation for achieving results?" Imagine, if after an election, there were incentive bonuses to the incumbent for doing the things promised in the campaign, plus universal items for all presidents, such as balancing the budget, reducing unemployment, growing GDP, and preventing foreign terrorist and military attacks on US soil, etc.

Could we improve the presidency, and the leadership of our country, by modifying the way we pay presidents?
